Symptoms

The Program - Publish FSG Report complete normally, but the hour value missing a char in date column from Chinese instance, there is no issue from English instance. The date from XML file is not correct as well.

Steps to reproduce

1. Log into general ledger responsibility from Chinese instance

2. Submit the request 'The Program - Publish FSG Report'

3. Check the FSG report outout and found incorrect date
