Apply Hold at Line Level Does Not Work Properly After Cancellation

After cancellation of 'Apply Hold' action on Sales Order Line, the following errors occur
ORA-01403: no data found
Details: FRM-40735: WHEN-NEW-RECORD-INSTANCE trigger raised unhandled exception ORA-06510
System is working fine when "MO: Default Operating Unit" profile options is set at responsibility level. The error occurs only when the profile option "MO: Default Operating Unit" is not set.
The issue can be reproduced at will with the following steps:
1. Profile option "MO: Default Operating Unit" is not set at Responsibility level.
2. Navigate to Order Management Super User responsibility, query sales order.
3. Go to Line, Action -> Apply Hold -> Cancel. See error "ORA-01403: no data found". Click OK.
4. If customer try to navigate to second line, the following error occurs:
"Operating Unit is required to determine the value of a System Parameter.
ORG ID is required.
ORA-01403: no data found"
