Performance issue with ChRM Offers page

The ChRM pages are generally very slow in response and the Offers screen are particularly excessively slow.
Our DBA has checked the issue and he has confirmed that there is enough freed up memory in PRODUCTION instance.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to TM->Offer->Query an offer
2. Opening it, Saving it an offer
3. Performance issue
