Change Order Not Autosubmitted From WebADI - Item '&Item_number' Violates The Subject Policy Of The Type And Cannot Be Added As A Revised Item (Doc ID 2677452.1)

Symptoms

On : 12.2.6 version, Catalog items
When trying to update user-defined attribute from webadi using Change order, Item is not added to Change order. Eventhough ENG : ALLOW autosubmit workflow is Yes , Change order is created in Draft and not auto submitted.

ERROR
-----------------------
Item '2600' violates the subject policy of the type and cannot be added as a revised item.
Change Order CO_400 has been created during Import for Batch 1001.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Development Manager  > Batch Import > Import From Excel > Add items
2. Update item in Excel > Import > Create change order > Submit > See program completes in Warning
3. Few items are not added to Change order and change order is still in 'Draft' status. Expect ECO should be auto exploded and auto submitted for the other items in the batch.
