Actual Behavior :

Spot Bid Tender transmission stuck in FRESH status using FTP for external system

Expected Behavior:

Spot Bid transmission should be processed for FTP
STEPS

The issue can be reproduced at will with the following steps:

1.Create an external system with FTP as the communication
2.Create an order Release and a shipment
3. Go to Shipment Management-->Action-->Shipment Management --> Open Tender--> Spot Bid Tender.
4. Select the carrier on Spot Bid screen and Click on Save.
5. Provide the Response Time and Click on Submit
6. Go to Transmission Manager for the object id and the transmission is stuck in FRESH status.
