On : 12.1.3 version, Install/Release issues

ACTUAL BEHAVIOR
---------------
Gather stats (Gather Auto) on EGO.EGO_MTL_SY_ITEMS_EXT_TL running for long time

EXPECTED BEHAVIOR
-----------------------
Expect gather stats to complete in less time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Enabled New languages 
2) It will create corresponding data in EGO.EGO_MTL_SY_ITEMS_EXT_TL table.
3) Due to which gather stats is not completing and hangs on table EGO.EGO_MTL_SY_ITEMS_EXT_TL.
Running it with Gather Auto option.

Changes

 New Languages were enabled
