In Oracle Sourcing, All Reminder Notifications Are Sent to the First Supplier on the Negotiation

Symptoms
In Oracle Sourcing, Release 12.2.5 through 12.2.8, the sourcing negotiation reminder notifications are being sent to the same supplier, instead of being sent individually to each supplier.
- The one supplier user is receiving the notification not only intended for them, but also receiving the notifications that are intended to be sent to the other suppliers.
Due to this issue, the first supplier in the RFQ is seeing all the names and contact info for the other suppliers on the RFQ.
This leads to confidentiality issues.
The issue is noticed to occur after upgrade from Release 12.1.3 to Release 12.2.x; in Release 12.1.3, the issue was not occurring.
Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Create a new RFQ document, with three suppliers. Publish the RFQ and initial notification is sent.
2. When the negotiation reminder notifications are sent, the first supplier in the list receives the notifications intended for all of the suppliers on the RFQ.
The other suppliers on the same RFQ do not receive their notification; instead, those notifications are going to the first supplier.
Changes
Upgrade from Release 12.1.3 to Release 12.2.5 through 12.2.8.
