Symptoms
Problem Statement:
APP-PAY-75250 warning message is not displayed when creating or updating the personal payment method with the existing bank account details(Account Name, Account Type, Account Number, Transit Code, Bank Name, Branch Name and Prenote Date), instead the warning message is displayed when attempting to delete the personal payment method.
APP-PAY-75250: This Bank Account is used by more than one assignment.
Changing the pre-note information of this account impacts all assignments
using this bank account. Do you wish to continue with the changes?

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Login as US HRMS Manager responsibility
- Create employee from 1-JAN-2019.
- Create Personal Payment Method with Type = NACHA, enter bank details and prenote date.
- Terminate assignment on 31-DEC-2019.
- Re-hire on 01-JAN-2020.
- Create Personal Payment Method with Type = NACHA with the same information in step 3 above.
=> APP-PAY-75250 warning message is not displayed. - Create secondary assignment from 01-FEB-2020.
- Create Personal Payment Method with Type = NACHA with the same information in step 3 and 6 above.
=> APP-PAY-75250 warning message is not displayed. - Update the prenote date created with step 8 above.
=> APP-PAY-75250 warning message is not displayed. - Delete (purge or end-date) the personal payment method created in step 8 above.
=> APP-PAY-75250 warning message is displayed
