List Limits in Pricing Do Not Work as Expected

On : 12.1.3 version, Pricing Engine
ACTUAL BEHAVIOR
---------------
When using List Limits, it does not apply when the Limit is '1'. In this case, using the 'Group of Line' modifier. However, if the Limit is set to '2' or higher, the modifier does get applied.
EXPECTED BEHAVIOR

Expect the modifier to be applied when the Limit is 1 or higher
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pricing responsibility > Define Limits > Set Limit to '1'
2. Enter a Quote that is applicable to the promotional modifier defined with the Limit
3. The price is added, but the modifier is not applied
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get the correct pricing. This will then take manual adjustment.
