Symptoms

While trying to approve Purchase Requisition/Purchase Order, budgetary control exception shows the following error :

ERROR
Unable to reserve Purchase Requisition xxxxx/Purchase Order xxxxx
Reason for failure is:
The GL date 09/06/20 00:00:00 is not in an open encumbrance year.
Please select a GL date that is in an open encumbrance year or open the encumbrance year

The issue can be reproduced at will with the following steps:

1. Logon to Purchasing Responsibility
2. Submit a Purchase Requisition/ Purchase Order for approval with encumbrance 
3. Budgetary control exception shows the following error
4. PR stuck in Pre-approved status
