ACTUAL BEHAVIOR
---------------
Cumulative Threshold accepting same date as start and end date.

EXPECTED BEHAVIOR
-----------------------
Expectation is that start date must be next day of end date or system date.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Oracle Financials for India
2. Withholding Tax Setup > Define Threshold Setup
3. Query existing Threshold and put and end date. Save changes
4. Define a new slab and give start date as end date in step 3.
5. Application accept the same and do not throw error.
