Unable to Delete or Activate a Disabled User Defined Contract Expert Rule

When attempting to Activate an Expert Rule, the following error is observed.
Cannot Activate Rule <Rule Name>.
Note: Profile OKC: Use Contracts Rules Engine is set to Y at Site level.
1. Using the Contracts Terms Library Administrator responsibility.
2. Navigate: Contracts > Contracts Expert > Rules
3. Create a New rule.
4. Activate it and then Disable.
5. The Delete button is grayed out and does not allow deletion.
