Symptoms
On 12.1.3 Product Hub instance:
ACTUAL BEHAVIOR

Business event oracle.apps.eng.cm.changeObject.changeStatus stopped working which was working earlier
EXPECTED BEHAVIOR
---------------------------
Expect change business event to work correctly.
WHAT IS WORKING
---------------------
Similar issue is not happening in other instance.
STEPS
--------
Setup and enable subscription for Change business event oracle.apps.eng.cm.changeObject.changeStatus
Note :
1) Checked as per Note 2154431.1 and
2) Also tried Workaround: Start "Workflow Java Deferred Agent Listener"
