ACTUAL BEHAVIOR
---------------
Unable to subscribe a user to certification after unsubscribing.

Error: This certification is already renewed.




EXPECTED BEHAVIOR
-----------------------
 Allow the learner back to the certification.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Learner Self Service > Learner Home
2. Unsubscribing from certification
3. Subscribe to the certification.
4. error is reported.
