On :  12.2.8 version, ECC Purchasing

The concurrent program PO ECC Strategic Sourcing Data Load is ending
with error reported below

STEPS

The issue can be reproduced at will with the following steps:

1. Run ECCRUNDL: ECC Run Data Load with the following parameters:
PARAMETERS LIST :
     SystemId -> EBS
     Application Short Name -> pon
     Load Type -> FULL_LOAD
     DataSet Key ->
     Language ->
     Trace Flag ->
     Log Level -> ERROR

2. Submit concurrent request and it completes in error
