New QP Attribute Evaluated But Not Selected By QP Engine

Goal
Qn1:I need guidance for this setup.
What I understand :
-> not possible to manage "=" and "not =" with only one QP attribute "Multi-record"
-> for one QP attribute "Multi-record", one one condition can be applied : "=" OR "Not ="
What is my setup
-> I keep "Buying group" for "=" condition
-> I create new QP attribute "Buying group Exclusion" for "Not =" condition
My test didn't work as expected but I don't see the reason!
Can you help me?

We need to find a workaround to manage buying groups with
“=“ and “Not =“ conditions
In summary
We try to imagine an alternative solution to manage “buying
groups” with 2 QP attributes
“Buying group”
for condition ‘=‘
“Buying group exclusion”
for condition ‘Not =‘
Due to 2 version of QP engine
113 in DEV
107 in CAT
We conduct 2 tests
Unfortunately, same error in DEV & CAT, offer is applied when we
don’t want it
Only “Buying groups” seems to be considered even
The new “buying group exclusion” is evaluated
OeBS, for the qp attribute «Customer Group / Buying Groups »,
doesn’t work as expected, with combination of
« = » condition
« not =» condition
