When attempting to access Cost Management - Enterprise Command Center (ECC)
the following error occurs.

ERROR

You are not authorized to access function CST_ECC_PHC_OVW_DEST . Please contact your System Administrator.

The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Command Center.
