Symptoms
Tax rate variance lines are not calculating properly for foreign invoices. When matching Invoice to PO with ORDER_TYPE_LOOKUP_CODE : FIXED PRICE, PURCHASE_BASIS:SERVICES,
MATCHING_BASIS: AMOUNT , the Tax rate variance distribution type has base amount populated which is same as amount, which is incorrect. For foreign invoice
base amount should be coverted using exchange rate. The base amount coversion happens for Item line type but same is expected for TRV distribution type which doesn't happen.
