CZ: Order Booking Fails With Configuration Batch Validation Error

On : 12.1.3 version, Batch Validation
When attempting to book a sales order having an ATO or PTO model on the sales order line, the following error occurs. This began to happen after creating a partition on the following CZ tables:
CZ_CONFIG_MESSAGES
CZ_CONFIG_ITEMS
CZ_CONFIG_INPUTS
CZ_CONFIG_HDRS
CZ_CONFIG_EXT_ATTRIBUTES
CZ_CONFIG_ATTRIBUTES

EXCEPTION:
ORACLE.APPS.CZ.UTILITIES.CHECKEDTOUNCHECKEDEXCEPTION: ROOT CONFIGITEM SHOULD ALWAYS HAVE AN INPUT_TYPE_CODE.
STEPS

The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Sales Orders
3. Create a new sales order
4. Create appropriate header level information
5. Navigate to Lines tab
6. Enter ATO or PTO model on the sales order line and configure
7. Book the order
8. Error occurs
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot book these sales orders. This means that they cannot be shipped and invoiced.
