When Reassigning Change Requests (PORPOCHA), An Error Is Generated: ORA-01403: no data found (Doc ID 2684634.1)

Symptoms

On : 12.1.3 version, Change Order


PO Change Approval for Requester (PORPOCHA) fails for some cases.
When we attempt to reassign these notifications we get an error message - no data found.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. PO Release is approved.
2. Requester realizes the Release has to be modified for a (any) reason, makes a modification to Requisition.
3. Change Request is approved
4. Notification goes to the Buyer for approval.
5. Since this Buyer does not deal with such requests, Vacation rule created, kicks in. Forwards the notification to another user for approval.
6. It fails with an Error, Automatic approval failed.
7. IT support, manually attempt to reassign from Status Monitor. It fails.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot delegate the change orders without error.
