Transact Ingredients behavior is different between MES and Batch in the Production Supervisor Responsibility

When transacting ingredients with consumption type 'Manual' (non Dispensing), seeing difference in behavior between MES and Batch-Production Supervisor.

When an ingredient has a reserved qty of say 1 Each, when transact from Batch Supervisor, one can transact more than reserved qty i.e. say 3 units.

But when try to do the same from MES process instructions,  get an error saying "cannot relieve more than reserved qty".

Why is there a difference in behavior?

The issue has the following business impact:
Due to this issue, because in the difference in the behavior, users are forced to go and update the reserved qty for such ingredients in order to be able to transact from MES.
