Unable to deploy Rest Web Service from backend using script RestDeployer.sh (Doc ID 2685566.1)

Symptoms

On : 12.1.3 version


When attempting to deploy /undeploy API as REST Web Service using script RestDeployer.sh
the following error occurs.

ERROR

Error in Service Generation.
Could not initialize class oracle.apps.fnd.soa.util.SOAProperties
java.lang.NoClassDefFoundError: Could not initialize class oracle.apps.fnd.soa.util.SOAProperties
at oracle.apps.fnd.soa.provider.util.DBConnection.getJDBCConnection(DBConnection.java:159)
