Intermittent error calling IBYECAPP: ORA-29268 or ORA-29269 (Doc ID 2685870.1)

Call to Oracle Payments engine (ibyecapp) is failing intermittently with errors ORA-29268 or ORA-29269 when processing Authorization requests.

Exact error message will vary depending on the type of the connection (i.e. with proxy or without proxy, with load balancer or without load balancer, with https or http, etc.).

The following error messages have been seen from the FND Logs reported by different customers:

iby.plsql.IBY_NETUTILS_PVT.post_request err code=-29268 <<<<< Line with string "set headers" is expected here if the transaction is successful
iby.plsql.IBY_NETUTILS_PVT.post_request err msg=ORA-29268: HTTP client error 400 - Bad Request


Other errors:

ORA-29268: HTTP client error 403 - Proxy Error

ORA-29269: HTTP server error 503 - Service Unavailable
