Why validation is not getting fired from standard hook HR_PERSONS_BK1 when updating employee in the form

Custom package has been registered in standard below hook package/procedure and then pre-processor has been run

Package: HR_PERSON_Bk1

Procedure update_person_a

But Validation is not getting fired on the update of the employee record in HRMS via form
