[Non WMS Org] Interface Trip Stop of Return Order Error: Failed to Pack/Unpack item|The item was not found at the specified location.

In non WMS org, Interface Trip Stop of Return Order fails.
Failed to Pack/Unpack item|The item was not found at the specified location.
Steps to Reproduce
The flow of Enhanced Return to Vendor Process in R12.2.2+ in Note 2109517.1
- Set profile "RCV: Track Shipments for Return To Vendors" to Yes
Complete the required setup by following Note 2109517.1
- Navigate to Receiving > Returns
Create Return Order
- Navigate to Shipping Transactions Form
3.1 Actions: Auto-create Deliveries
3.2 Actions: Create LPNs
3.3 Actions: Pack
3.4 Ship Confirm
- Interface Trip Stop Completed with Error
The org is Not WMS org.
But, customer uses "Create LPNs" and "Pack" in Shipping Transactions Form.
The LPN here is just a Container, not a WMS LPN.
If customer doesn't use "Create LPNs" and "Pack", then there is no issue.
For normal Sales Order, there is no issue if "Create LPNs" and "Pack" is used.
