EBS: Login issue users see Exception+while+updating+user+session (Doc ID 2687924.1)

When logging in, the user is facing the following error

 oacore log shows the below

SEVERE: Failed to create session
java.sql.SQLException: ORA-20001: Oracle error -20001: ORA-20001: Oracle error -12705: ORA-12705: Cannot access NLS data files or invalid environment specified
has been detected in fnd_global.set_nls.set_parameter('NLS_TERRITORY','CANADA').
has been detected in fnd_global.set_nls.
