The Balance Writeoff Program is Leaving Data in the OKL_PARALLEL_PROCESSES Table (Doc ID 2688089.1)

Symptoms

After applying Patch 30936147, it has been found that the Balance Writeoff for Terminated and Expired Contracts Child program is leaving records in OKL_PARALLEL_PROCESSES. These records should be purged from this table once the program completes as these records will prevent contracts in these records from being processed.

Steps
1. Submit Balance Writeoff for Terminated and Expired Contracts with multiple workers. This will kick off multiple runs of Balance Writeoff for Terminated and Expired Contracts child processes.
2. When all of the requests complete, find that records will be left in the okl_parallel_processes table.
