Symptoms
Problem Statement:
Payroll ID incorrectly set for rehires that start the day after being terminated (for the new assignment it is showing old Payroll ID)
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Employee has a number of assignments, they are aggregated for NI and PAYE.
2. Employee is terminated.
3. Employee is re-hired on the following day.
4. payroll ID incorrectly set for rehires that start the day after being terminated, RTI Payroll Id should have the value of the new assignment
