R12 GLXJEENT TAX_RATE_CODE not populated for manual tax journal replicated in Secondary Ledger (Doc ID 2689192.1)

Symptoms

The descriptive Flexfield  Enter Journals:Value Added Tax is enabled
Entered the Tax codes for the Primary ledger
Both Primary and Secondary  ledgers are using the same OU
The issue occurs for secondary ledger whether the conversion level is subledger or Journal level .
Enter a manual Tax journal in the primary ledger and post it 

Review the batch in the Primary ledger journal/enter form and the  Tax_rate _code column is populated  at the line level .
The journal is replicated in the secondary Ledger however the column Tax_rate_code is blank at the  journal line level.
