ACTUAL BEHAVIOR

When attempting to delegate a notification, the LOV to choose role or user is not return any records
EXPECTED BEHAVIOR

When attempting to delegate a notification, the LOV should return a list of employees to choose from.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Workflow Administrator Responsibility
2. Navigate to Status Monitor-> Monitor Search-> Monitor Activity History-> Notification
3. Delegate the notification
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot delegate the notification.
