When attempting to delegate a notification, the List Of Value to choose role or user does not return any records

The issue can be reproduced at will with the following steps:
1. Log into Workflow Administrator Responsibility
2. Navigate to Status Monitor-> Monitor Search-> Monitor Activity History-> Notification
3. Delegate the notification
