Rebook Complete Event is not Raised in Restructure Requests (Doc ID 2689273.1)

ACTUAL BEHAVIOR

When processing a Restructure Request the Business Event,  oracle.apps.okl.la.lease_contract.rebook_completed is not kicked off when contracts are rebooked.

EXPECTED BEHAVIOR

Expect that the Business Event oracle.apps.okl.la.lease_contract.rebook_completed will be kicked off as contracts are being rebooked in this process.

STEPS
-------
1. Create a Restructure Request (Operations > Restructure Request)
2. Submit "Master Program - Process Restructure Request" for the request.
3. Child process Process Restructure Request should process the contracts in the Restructure Request.
 As part of that process these contracts will be rebooked, but the Event oracle.apps.okl.la.lease_contract.rebook_completed is not kicked off.
