Increasing or Decreasing Ordered Quantity For A Booked Order Line Does Not Require The User To Enter A Reason Code

Symptoms
ACTUAL BEHAVIOR
When reducing the ordered quantity on a booked order line, there is no reason code required to be entered by the application. The Processing Constraint against the cancel action of a booked order line
is set to ‘Require Reason and Require History’ as it was in Release 12.1.3. Reason Code is required only when line is cancelled.
EXPECTED BEHAVIOR
Expectation is when quantity is reduced on a booked order line that the application will require the user to enter a reason code.
STEPS
The issue can be reproduced with the following steps:
1) OM Super User Responsibility
2) Sales Order form, enter or query an existing order.
3) Select order Line and decrease the ordered quantity.
Changes
Upgrade from Release 12.1.3 to release 12.2 up to release 12.2.10 as it is fixed in release 12.2.11.
Had applied either of the patches from the following bugs prior to them being obsoleted:

Bug 28196004: BUSINESS EVENT NOT TRIGGERED WHEN ORDER QTY REDUCED -->>Rel 12.2.8
NOTE! That the patch given for this issue will undo the code changes from bugs above which is correct and expected.
