Enterprise Command Center: In Version V4, When Running the Incremental Load for Procurement Data Sets There is Performance Issue (Doc ID 2689947.1)

Symptoms

After installation of the Enterprise Command Center (ECC) V4, performance issue exists with Incremental Load of procurement data.
One example is po-pcc-agreements data set that before in ECC V3 took 2 minutes to finish but now after upgrade in ECC V4 takes hours to complete.

Steps to reproduce:
1. Responsibility: ECC Developer
2. Navigate to: Data Load Submission > Select Application= Purchasing
3. In Data set field select value 'po-pcc-agreements' > Load type= Incremental > Press on Submit
