ACTUAL BEHAVIOR
---------------
After changing Non-Catalog Requisition with increasing quantity:1000 by Approver,
'IN COMPLETE' status requisition has REQUISITION_LINE.ENCUMBERED_FLAG = Y and REQUISITION_DISTRIBUTIONS.ENCUMBERED_AMOUNT = 0
EXPECTED BEHAVIOR

REQUISITION_LINE.ENCUMBERED_FLAG = Y and REQUISITION_DISTRIBUTIONS.ENCUMBERED_AMOUNT = 1000
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create and submit Non-Catalog Requisition with total line amount 1.
2. Approver opens Approval notification and click "Edit Requisition"
3. Approver increases quantity to 1000 and Submit Requisition
