Symptoms

On : 12.2.4 version, Setup forms and programs

When attempting to open Account Hierarchy Page, the following error occurs.

ERROR

The application was unable to instantiate the TCF SocketServer running at https://:/oa_servlets.Please contact your system administrator


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to General ledger Responsibility
2. Setup > Accounts > Manager

Changes

 It was working fine 12.1.3, after upgrading to 12.2.4 the issue started.
 Applied the patch#28268747:R12.GL.C Details but still the issue remains.
