Changing Supplier Profile Information Is Not Generating Notifications (Doc ID 269133.1)

Symptoms

When supplier user or buyer change any information in the supplier
profile, no notification is generated.

Other notifications are been sent. Doing registration, the users get the
notification. The supplier user and buyer have the Supplier Profile
Administrator privileges.

Only one operating unit and the HR profile is set.

Going to Find Processes in Workflow, there are no records for item type POS
Supplier Registration and Profile Management.

Workflow is not launching.

Following query returns no rows:
