Reported Issue

In case of PO-matched Invoice found that the non recoverable tax lines are not interfaced to projects.

Steps for replication
-----------------------
The issue can be reproduced at will with the following steps:

1) PO is created based on project and having non recoverable tax lines
2) PO Matched AP invoice is created .Validated and accounted.
3) PRC Supplier Interface Cost program and completed successfully.
4) Found that the non recoverable taxes are not interfaced to projects. 


Expected Behavior

Expects that the non recoverable tax entries must be interfaced to projects as well.
