Unable to Update Work Request "Request By Start Date" Less than Current Date (Doc ID 2692281.1)

In our business scenario we required to update the Work Request "Request By Start Date" less then the current Date .
But system is showing below message when updating the date less than SYSDATE.
  "Request By Start/Completion Date Cannot be Prior to Today"

Kindly let us know how we can achieve the same. Do we have any profile or system option to control this Date Validations ?
