Budget View Only Screen Should Display Similar To Budget Update Screen

Trade Management > Budgets,
When viewing the Budget screen details in view only mode, see the following
issues that need code fix. Budget view only is what a team member without
edit metrics enabled sees when opening the budget from budget summary.
1. Budget view only screen the fields show as Accrued Account and
Deduction Account instead of Sales/Expense/Charge Account and Accrual
Liability Account as the Budget create / update screen shows.
2. In the Budget view only screen these fields display an internal number and
not the full account description as in the budget create / update screen.
