Unable to Launch Resource, Job or Scheduler Workbenches due to Error 'Failed to connect to a TCF Socketserver on host' (Doc ID 2693576.1)

Symptoms

Scenario 1. Work in Process

When attempting to start the Job or Resource Workbench, the following error occurs.

Unable to start the workbench .. 0%
Failed to connect to a TCF SocketServer on host http:xxxxxxxxx


The issue can be reproduced at will with the following steps:
1. Responsibility: Manufacturing and Distribution Manager
2. Navigation: WIP -> Discrete -> Job Workbench or WIP -> Discrete -> Resource Workbench
3. The form is stuck with above error.

Scenario 2. Enterprise Asset Management

When attempting to start the Scheduler Workbench, the following error occurs.

"0% connecting to the server ..."

The issue can be reproduced at will with the following steps:
1. Responsibility: Enterprise Asset Management
2. Navigation: Work Order Plannings -> Scheduler Workbench
3. Workbench pops up and shows "0% connecting to the server .."
