Billing Schedule Error in HTML Contracts Due To Date Format Change In Preferences (Doc ID 2693794.1)

Symptoms

On : 12.2.8 version, Contracts Billing/Termination

In HTML contracts, when attempting to create Billing schedules for the Contract lines,
the following error is displayed:

ERROR
-----------------------
java.lang.NumberFormatException: For input string:".0"

This issue occurs when the User changed the date format in their preferences.
The change in date format in preferences should not impact the standard functionality

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Service Contracts (R)
2) Administrator Workbench (N)
3) Access the Contract and attempt to create Billing Schedule for a line


Due to this issue, users cannot create the Billing Schedules
