ALC Subledger Uses Incorrect Conversion Rate for Credit Memo Application in SLA_AE_LINES

Credit memo with different exchange rate (conversion rate) than the invoice, accounting in SLA for ALC ledger is using incorrect exchange rate(conversion rate) in the application causing balance left in accounted amount on CM.
In ALC Subledger the currency_conversion_rate used is not consistent to what is used in Primary ledger or Secondary Ledger in XLA_AE_LINES.
The problem is with exchange rate (conversion rate) used when applying a CM to an invoice, incorrect conversion rate for the CM application.
The CM is showing EXCHANGE_DATE of 15-SEP-2017 and for this date the primary EXCHANGE_RATE is 4.261728
When accounting is run the following Exchange dates are created:
CM creation (REC, REV and TAX) use exchange date = 26-OCT-2017 and exchange_rate = 4.261728
Application to invoice use exchange date = 15-SEP-2017 and exchange_rate = 4.261728
CM creation (REC, REV and TAX) use exchange date = 26-OCT-2017 and exchange_rate = 4.3137
Application to invoice use exchange date = 15-SEP-2017 and exchange_rate = 4.2837
Issue in ALC ledger is caused by exchange rate being different on the day the CM was entered and the application.
In primary ledger the exchange rate is the same on both days.
Expect exchange rate (conversion rate) to be same for CM entry and CM application
