R12-PAY: UK P11D XML File not Reporting RTI Payroll Number (Doc ID 2694724.1)

Question 1:

The P11D XML File generated this year is not including the assignment number as the payrolls works number in the XML file, but the P11D PDF File is reporting the assignment number.
Why are they different?
The user is expecting P11D XML to report the RTI Payroll ID in the Work Number as that is the only ID HMRC are aware of. They would not make any sense of our internal employee numbers.

Question 2:

Can you please clarify why this change was done? It seems to serve no purpose - as the XML file is really meant for HMRC and HMRC will not recognize the employee number in the file.
Has this been agreed with HMRC - as i am presuming, they will have to match the data in the XML file using NI Number and DOB (date of birth) ?


Question 3:

If its an option field then why populate it in the first place in the XML File. If at all there is an employee for whom the NI number is not present (it is usually for employee who have first started work or overseas employee who have come to work in UK), then HMRC will try to use the employee number to match their record and it will fail.
