Retro-Notifications Report is Displaying Unexpected Elements, but Retropay (Enhanced) does not Create Retro Element Entries for All Elements on the Report

Symptoms
User made a retroactive update to Grade Point value and then ran Retro-Notifications Report (Enhanced) - PDF. The report is showing many more retro entries than expected, and some are elements that did not have a retroactive change. After running Retropay (Enhanced), it is found that the correct retro entries are created.
This can also happen when other back-dated changes are made to absences, assignment records, user defined tables or other global values.
