Error while opening Master Items or Organization Items form

Folder Error: Element MCC_TYPE does not exist in the folder block
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to System Administrator
2. Security > Responsibility. Query for any responsibility used for accessing Items forms.
3. Exclude "Items: Inventory Group" from the responsibility.
4. Switch to the Responsibility modified above
5. Open Master Items or Organization Items form
6. Status bar shows error "FOLDER ERROR: Element MCC_TYPE does not exist in the folder block".
7. Able to query and use the form with "Inventory" Tab disabled.
BUSINESS IMPACT

User can continue using the form for item querying and updating as usual. However, the error is confusing.
