12.1.3 iStore Direct Item Entry Gives Error "Duplicate cross reference part numbers found for this cross reference type" (Doc ID 2695263.1)

Symptoms

On : 12.1.3 version, Checkout and Order Placement

Using direct Item Entry, when enter the type and cross reference number in iStore Direct Item Entry and choose Fill Details get the error -

This for items that are setup in Cross Reference and Assign page with specific organizations (Applicable To All Organizations not checked) and all the SAME entry for the Value field, then get the error.

Duplicate cross reference part numbers found for this cross reference type.
Please contact your system administrator.

Example:

Create three entries for inventory item MY_CUSTOMER_ITEM and type MY_NEW_TYPE
If these are setup with the Value field to ALL the SAME then the error is returned -

Navigate: Inventory responsibility
Items -> Cross References

                                         Org             Value
1 MY_CUSTOMER_ITEM         D1              MY_55
2 MY_CUSTOMER_ITEM         H1              MY_55
3 MY_CUSTOMER_ITEM         D2              MY_55

If the Value field is setup diff for each Org, then no error
