Unique Key Validations on MultiRow User Defined Attributes (UDA) Does Not Show Duplicate Errors on Correct Records (Doc ID 2695513.1)

Symptoms

On : 12.2.6 version, Catalog items

Unique key validation on multi row user defined attributes does not show errors on correct records that actually have duplicate keys. Error appears on another record that has unique keys.
  
ERROR

There is already a row in Additional Notes with Notes type of "A1" and row number as "1"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Search an Item
2. Update update button
3. Enter duplicate records on row 2 and 3 and click apply button
 
Testing -

1. Case1

Add 3 records , Rec 2, Rec 3 are duplicate

Test1, 1
Test2, 2
Test2, 2
-- Message shows Test1 as duplicate (incorrect)

2. Case2

Add 1 record Save , Add Rec 2, Rec 3 are duplicate

Test1, 1
Test2, 2
Test2, 2
-- Message shows Test2 as duplicate (Correct)

3. Case3

Add 3 records , Rec 2, Rec 3 are duplicate

Test1, 1
Test2, 2
Test3, 3
Test3, 3
-- Message shows Test2 as duplicate (incorrect)
