Error "Transactions not posted since no cost found for item..." in OPM Pre-Processor for Direct Inter-org Transfers When Price on Price List is Zero

On : 12.2.7 version, Subledger Accounting
When running the OPM Accounting Pre-processor, it completes with an error that no cost is found for items for the Transaction Type 'Int Order Direct Ship', although there is a Price List referenced on the Shipping Network. The price list has 0 as the price, and 0 is different from Null or no cost.
The "Post Transactions When No Item Cost" checkbox is unchecked.
Items are shipped via Internal Order from one Legal Entity to another (item costs exist in both legal entities and there is a Price List referenced on the Shipping Network), with a receipt generated automatically in the receiving Org.
Transfer Type = Direct
Internal Order Required = Direct
This works if the orgs are in the same legal entity, but not across legal entities.
It also works if the Transfer Type is changed from Direct to Intransit, with FOB Receipt.
Standard Costing is used.
Transactions not posted since no cost found for Item:<Item number>, Whse: <Warehouse Code>, Cost Whse: <Warehouse Code>, Date: 08-MAY-2020.
The issue has the following business impact:
Due to this issue, users cannot close the period with this setup, they have to check the "Post Transactions When No Item Cost" checkbox, which they do not want to do.
