Contract Import Program Completed with no Error but 0 Records Imported (Doc ID 2695851.1)

On : 12.2.8 version, Contract Terms Authoring

When attempting to run the Contract Import Program,
the following error occurs.

There was an error loading the csv file and zip file. Import was aborted.

There are a total of 0 contracts in the csv file.
0 contracts are successfully loaded into the interface tables."

The issue can be reproduced at will with the following steps:
1. Login to application and navigate to contract workbench.
2. Click on import contract.
3. Select the file by click on browse button.
4. Continue and submit the concurrent request.
