Should a Cost Adjustment of Average Cost Adjustment Type Update the Cost on Cost Components Other Than the Cost Component Entered on the Cost Adjustment? (Doc ID 2696176.1)

When adding a Cost Adjustment of Average Cost Adjustment type for a new Cost Component and Analysis Code combo, the Cost Adjustment gets averaged out against the other Item cost entries for different Cost Components and Analysis Codes associated to the Item. Is this supposed to update the cost on other cost components, not just the one on the cost adjustment?
